Summary: The VP of Business Development is responsible for re-bidding and further developing our extensive portfolio of existing re-entry contracts and projects and for growing Dismas through effective market analysis and collaborating with internal departments to focus on the company's growth strategy. Being a creative, assertive business development professional will be essential to success in this position. Required skills include an ability to identify new business opportunities for the company and lead the team through the RFP response process while keeping team members on task. High level of proficiency with MS Office products, web-based research and desktop publishing skills are required. Must be a multi-tasker with the ability to prioritize and meet deadlines.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential functions include but are not limited to the following:

  • Researches, analyzes, plans, produces, and implements business development projects including proposals to provide residential and non-residential reentry services and facilities to local, state and Federal jurisdictions and agencies. In addition to developing the proposal, the scope of duties typically includes facilitating the design, construction, and financing of the services and facilities.
  • Assesses competitive, cultural and industry risks and opportunities and takes appropriate strategic and tactical actions to ensure successful contract re-awards for 1 to 10 year rebid anniversaries.
  • Coordinates all business development project team activities, including those involving government and community representatives; design and construction services; and local and corporate staff.
  • Responsible for identifying, assessing, hiring, and managing key local consultants and contractors to assist with business development projects.
  • Responsible for real estate site selection and acquisition for new contracts and site redevelopment for existing contracts. Coordinates facility design development with consultants as needed.
  • Analyze and assess all applicable property zoning and development requirements, risks, and opportunities to effectively develop specific sites and projects.
  • Coordinates with Corporate finance, operations, and property services to develop accurate costs and competitive, winning pricing for proposals.
  • Gathers, tracks, and appropriately disseminates key industry news and timely, project-pertinent business intelligence and information.
  • Develops/assists CEO in presenting development reports and information to the Board of Directors.
  • Works with government officials, community organizations and the public to ensure acceptance and support of new and existing programs.
  • Assists Center Directors and Regional VP's with enhancing community liaison/relations networks, programs, and outreach.
  • Acts as the liaison with the Bureau of Prisons and/or Department of Corrections on business and/or contracting issues, as directed by CEO. Represents the CEO at meetings as they require.
  • Completes all necessary reports and paperwork in a timely and accurate manner.
  • Complies with all agency policies and applicable procedures.
  • Performs other finance department support duties assigned.

Supervisory Responsibilities: The VP of Business Development carries out supervisory responsibilities in accordance with the organization's policies, procedures, and applicable laws. Responsibilities include training, mentoring and development of staff; planning, assigning, and directing work; addressing complaints and resolving problems.

COMPETENCIES

  • Computer Skills/Office Equipment: Proficient knowledge of Microsoft Office software including Outlook, Teams, Word, PowerPoint, and Excel. Basic understanding of electronic file management and security procedures. Proficiency in AutoCAD, Adobe Acrobat, Google Earth, and industry standard photo-editing software such as Photoshop, Paintshop Pro, or comparable is preferred. Proficient working and traveling with a business laptop.

QUALIFICATIONS

  • Education: Bachelor's degree in human services, criminal justice, business, management, architecture, engineering or construction management or closely related field.
  • Experience: Minimum of 10 years work experience in the field. Equivalent knowledge and experience may be substituted for degree requirements on a case-by-case basis at the discretion of the CEO. Prior experience in design/construction services and prior experience/working knowledge of Bureau of Prison contracts is preferred.
  • Required Licenses and Certifications: Must possess and maintain a valid driver's license with no restrictions.
  • Background: Must be able to pass an extensive criminal background check including NCICINLET and Fingerprint search.

Physical Demands: To perform this job successfully, the employee is regularly required to sit and talk or hear. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this position include close vision and ability to adjust focus.

Work Environment: Indoor environment. The employee is frequently exposed to an office environment, with controlled temperatures. Regular travel is required to meet business needs of Dismas Charities, including overnight stays and air travel. The noise level in the work environment is usually quiet.
