Location: Hybrid - Lansing, MI Office

Purpose: The position serves as the Unit Manager of the Data Quality and Support Unit within the Bureau of Infectious Disease Prevention at MDHHS. The unit is part of the Data Systems Section in the Division of Data Systems and Operations and is responsible for overseeing data quality and user support for a number of infectious disease data systems, including the Michigan Care Improvement Registry (MCIR).

The Data Quality and Support Unit is comprised of staff who maintain infectious disease data systems, including regular evaluation and improvement of data quality as well as onboarding, education, ongoing support, and identification of changes to the data systems to improve the use of the systems for a broad range of users, including public health professionals, health care providers, and the public. This unit works closely with both users and other internal and external partners including DTMB, SIA and the Office of Compliance. The unit works in coordination with all other programmatic areas within the Bureau of Infectious Disease Prevention and multiple other programmatic areas within the Public Health Administration.

As a manager of professional positions in a complex work area, the Unit Manager is responsible for both supervisory and programmatic management of the unit. Responsibilities include management and oversight of the staff, coordination, and oversight of the work within the unit, evaluation, planning and quality improvement, partnership development and creation of reports and other communications.

Duties and Responsibilities:

Administrative oversight, direction and management of the Data Quality and Support Unit.

  • Coordinate unit activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees.
  • Direct and participate in the establishment, administration, and evaluation of programs or services.
  • Direct and participate in the development, interpretation, evaluation, and recommendation of policies, procedures, rules, and regulations for the effective operation of programs.
  • Ensure a consistently high level of customer service and end user support across unit activities through continuous evaluation, process, and quality improvement.
  • Evaluate employee performance and ensure professional development and training needs are met.
  • Direct and participate in the designing and conducting of surveys or special studies to determine needs and to assist in planning, implementing, and evaluating programs.
  • Develop alternative strategies to address and resolve a variety of issues and problems.
  • Assist in section, division, and bureau program planning, policy, and strategic planning processes.
  • May occasionally perform any task assigned to subordinate staff, consistent with any licensing or certification requirements.
  • Develop presentations, communications and reports as needed.
  • Attend meetings, workgroups and coordinate and collaborate on assignments and projects within the Division, Bureau, and Department as assigned.

Develop, strengthen, and maintain partnerships with internal and external partners.

  • Develop, strengthen, and maintain partnerships and collaborations with internal and external partners to identify user needs and improve data quality and user experience across infectious disease data systems.
  • Oversee the design and development of education, training, and other user-focused communication materials and events.
  • Conduct assessments and analyses to define user skill and knowledge gaps and recommend training and development with a focus on immediate as well as long term strategic needs.
  • Produce training and communication solutions that include design and delivery accommodations to assure accessibility to all learners and audiences.
  • Oversee the analysis of learner feedback and other data to include helpdesk activity and statistics, to promote continuous improvement of communication, education, training, and development solutions as well as proactively address user and public needs.

Establish and maintain data quality management plan, ensuring data quality is evaluated, with ongoing metric reporting and improvement cycles, across the data life cycle.

    • Develop plans and strategies to ensure ongoing user engagement in identifying and resolving data quality issues.
    • Create ongoing reporting mechanisms to ensure continuous evaluation and improvement of data quality.
    • Ensure incorporation of Health Equity across data quality and user support plans, strategies, and activities
    • Develop and maintain Emergency Preparedness plans relevant to ensuring data quality can be maintained in the event of a public health emergency.

Administrative.

  • Always represent the best interests of MDHHS and MPHI.

Qualifications/Requirements:

Education: Possession of a bachelor's degree in any major.

Experience: Four years of professional experience, preferably in a supervisory role.

  • Knowledge of the tools of management, such as methods development, cost analysis, procedural manuals, training materials, operating controls, records and reports, and studies applicable in evaluating programs or services.

Work Environment and Physical Requirements: Standard office environment. May require valid vehicle operator's license where needed to perform duties of the position. This is currently a hybrid position that requires a minimum of two days in person. Work location is in Lansing, MI.

RESPONSIBILITY FOR THE WORK OF OTHERS: This position will supervise a staff of professionals.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS:This role will manage a customer facing and supporting unit, lead process and procedure documentation, communication, education, and training development, and data quality improvement. This unit manager would handle all leave, time and attendance, and performance management and review activities for their unit as well as serve as the employee development and retention resource for their unit. This leader will have direct and substantial impact on provider and user interest and trust in infectious disease data systems, relationships with public, internal, and external partners, and the effectiveness and usefulness of public health data systems for infectious disease.
